1978년 세계보건기구(WHO)는 소련에서 국제회의를 열고 〈알마아타 건강선언서 Alma-Ata Health Declaration〉를 발표했다. 이 선언서는 그뒤 政府(정부)가 사회 모든 계층에 보건의료혜택을 주기 위한 계획을 수립할 때 기초가 되었다.

다. 또 범세계적으로 사회가 이룩해야 할 가장 중요한 assignment 중의 하나는 사회구성원들이 지고의 건강상태를 유지하는 것이고, 이를 위해서는 보건분야는 물론이고 사회·경제적 분야의 활동을 필요로 한다라고 천명했다. 이 선언서에서 건강이란 단순히 질병이 없는 상태가 아니라 신체적·정신적·사회적 안녕이 완전한 상태를 의미하고, 이는 기본적인 인권이다. 따라서 넓은 의미에서 의료행위(임상의학)는 이러한 이상을 실현해야 한다.
